In November 2021, Congress passed the Infrastructure Investment and Jobs Act (IIJA). That Act directed the National Telecommunications and Information Administration (NTIA) to implement the $42.45 billion Broadband Equity Access and Deployment (BEAD) program. It requires NTIA to provide BEAD funding to state governments that, in turn, can provide broadband deployment grants to subgrantees such as commercial broadband service companies.
