Steven serves as WISPA’s Director of State Advocacy, focused on engaging with legislators and policymakers across all 50 states to support legislation and policies that create an even playing field for all types of ISPs to compete for grant funds, effectively expand their networks, and fully close the digital divide. Before joining WISPA, Steven spent 7 years as a staffer in the Wisconsin state legislature, working on issues related to rural development and utilities policies. He lives in Madison, Wisconsin with his wife and dog.
