In the last 19 years, Nathan Stooke went from programming PCs to building Wisper into a successful multi-million dollar Internet service provider. With headquarters in Mascoutah, IL, Wisper now services Illinois, Kansas, Missouri, Indiana, Arkansas, and Oklahoma. In 2018, the FCC announced that Wisper ISP won $220.3 million of federal funding in the FCC's rural broadband auction, the Connect America Fund Phase II. This money will be distributed to Wisper over a period of ten years. Wisper was one of 103 providers to win financial support from across the country. As CEO of Wisper, Nathan has provided high-speed Internet service to tens of thousands of happy customers; many in rural, underserved areas where previous service providers had been spotty or nonexistent. Stooke is a well-respected businessman in the St. Louis area; he was selected as a "Top 30 Under 30" by the St. Louis Business Journal and named on the list of the "Top 100 St. Louisans to Know" by the St. Louis Small Business Monthly. Wisper was named one of the Top 20 Small Businesses in 2014 and one of the 50 Fastest-Growing companies in St. Louis by St. Louis Small Business Monthly. He actively represents a trade association before the FCC, Congress, and other federal agencies in matters involving spectrum policy, Internet regulation, the Universal Service Fund, and other proceedings affecting wireless broadband service providers and other wireless technology interests. Steve has extensive experience in negotiating complex, multi-party transactions for the purchase, sale, and financing of established and start-up communications businesses, and also drafting and negotiating spectrum lease, tower lease, dark fiber, and other agreements. He has represented financial institutions and foreign companies in connection with public and private investments. Steve also advises on regulatory compliance and FCC enforcement matters. Bryan started with PCs for People as the Executive Director for Ohio, as the founding director of that office. Since the start of the Covid Pandemic, Bryan has identified the need for digital equity and inclusion in terms of internet accessibility. Prior to joining PCs for People, Bryan Mauk was the Vice President of Workforce Development for Lutheran Metropolitan Ministry for seven years. Bryan has a B.A. from John Carroll University and a Master’s Degree in Nonprofit Organizations (MNO) from Case Western Reserve University. L. Elizabeth Bowles is CEO of Aristotle Unified Communications, LLC, a broadband internet service provider headquartered in Little Rock, Arkansas. In that position, Elizabeth guides the strategic direction and vision of Aristotle and is integral to the development of Aristotle’s business relationships, including partnerships, investment strategies, and joint ventures. A passionate advocate for the expansion of affordable broadband services in rural and underserved areas, Elizabeth has testified before Congress and the FCC and served two terms as Chair of the FCC’s Broadband Deployment Advisory Committee, which is an independent advisory body tasked with making policy recommendations for eliminating the digital divide. A past President of the Wireless Internet Service Providers Association (WISPA), Elizabeth currently serves on WISPA’s Policy Committee and is its Arkansas State Coordinator and Regional Ambassador for the Southeast Region. Elizabeth is licensed to practice law in Washington, D.C. and Arkansas, as well as before the Supreme Court of the United States and a number of U.S. Courts of Appeals. Prior to joining Aristotle’s leadership team in 2000, Elizabeth was an attorney with the Washington, D.C. law firm of Arnold & Porter, where she practiced in the fields of intellectual property and commercial litigation with an emphasis on international and technology law. Elizabeth graduated summa cum laude from the University of Arkansas at Little Rock with a B.A. in International Studies and obtained her Doctor of Jurisprudence from the Vanderbilt University School of Law in 1993, where she graduated first in her class, Order of the Coif, and was awarded the Founder’s Medal. Elizabeth also received the top score on the 1993 bar exam.
